I need to splice som old standard 8 mm films, but it seems that film
cement is hard to get. Is there anything I can use as a substitute ?

Melt some clear acetate in acetone and a little MEK. Works like a charm.

There certainly isn't a shortage of cement in the US, but it is
generally overpriced. It's easier and cheaper to make it on your own.

It is available in hardware and home and garden stores in the paint supplies
dept. next to the paint thinner, turpentine, etc.

Thank You. My photodealer told me it was not sold due environmental
hazards. He was wrong though, but the price is impressive, it comes in
12 ml bottle, and the price amounts to about 1300 pounds a litre. O
well, I'am not going to need much anyway.

Merry Christmas.

In that case, it's not imperative, but it helps speed up the melting
process. Just plain acetone will do.
