Depends, could be the Flesh Eaters or the one scene in Angry Red Planet. The
first was B/W, the second was color (well sort of, the Mars part was tinted,
scratched B/W film). Can't think of other beached eyes...

Maybe "It Came From Beneath the Sea" -- Giant Octopus on the beach at
night -- and, I guess, it had an eye.

I'd be surprised if it wasn't Monster From The Ocean Floor (1954), Roger
Corman's first monster movie... it did feature a one-eyed octopoidal
creature.
