Need Help on Movie ID

Hey everyone,

I'm looking for the name of an actor and a movie
he played in.

It's a black actor and he has a very short role in
Shaft! (1971). He get's 20 dollars on the streets
from John Shaft and then gives some information
on a location.

The movie I'm looking for starred the same actor
in a bigger role. He get's dressed like a superfly
pimp with a big purple hat. There's this one scene
in the movie where he leaves the house wearing
big platform shoes with a goldfish swimming inside
the heel of his shoe. He start's running faster and
faster with these shoes and the a heal brakes off,
the water leaks out and the goldfish dies.
I know this is all a little vague, but I remembered
seeing this hilarious scene when I was a kid suddenly
after reviewing Shaft! today.

Any help is very much appreciated. I surely would
love to rewatch that movie again.
