Only in that they both make films that the mainstream considers 'weird'.
Whrere as Lynch is an impressionist with narrative films about bizzare content
and some history in animation and puppetry, Svankmajer is a Czech surrealist,
who works primarily in stop motion, and mostly short films with often abstract
plots. I like Svankmajer more than lynch personally. The bros. Quay are his
succesors, and also worth looking at.

Start with a video or dvd of his shorts, there are several collections
available, the most popular shorts are Darkness Light darkness, Dimensions of
Dialogue, and Pit and the Pendulum. His feature films begin with Alice (in
wonderland), Faust (about soul selling), Conspirators of Pleasure (silent film
about exactly what the title says), and his most recent, Little Otik, about the
hungriest tree stump ever, all on dvd with more short films. His official
website has more info, a google search should also find material (and his
official adress), he is well known online.
