Greetings,
Please help me ID this movie for my brother. I have not seen it myself:
It is from the early 80s (83?) and is some kind of horror/sci-fi award
winner or perhaps a nominee. My bro remembers something about an award on
the video box.
In it, a Nazi-hunter is working out of his apartment to track remaining war
criminals. He pores over stacks of old photos. At some point he notices that
a mysterious, sinister person seems to appear in photo after photo of scenes
of carnage, death and destruction that occur miles and years apart. Later he
is shocked to find that this same man lives in the apartment above him . (.
.. .and is stalking him?)
I have tried that big horror movie guide out there that is cross-referenced
by subject matter, without any luck.
I'm sorry this is all we have. My brother, who is 37, insists that this is
the most terrifying movie he's ever seen.
I'm kind of a movie buff, but this one is way out of my league. Thank you in
advance for your expertise.

I don't think it's apt Pupil. The old man didn't live upstairs and was not
stalking him. I really can't think of any other movie.
