Everything I've read says that Hardy did very little of that in the
Laurel and Hardy films, though inevitably some of the slapstick must've
been worked out on the set, so he helped "write" some of that.

He directed some one-reelers back in the 1910s, so he probably
could've taken a real creative role on the films if he'd wanted to, but
all indications are that he left that to Roach, Laurel, the director
and writers.
