Name of TV movie

Hello,
I'm trying to remember the name of a movie I saw on TV about 15-20 years
ago. It was about a bunch of people squatting in a house & they kill
anyone that trys to remove them. The scene I remember the most was when
they put a guy in a crate, filled the crate with concrete, but half of his
foot was still sticking under the bottom, so they chopped it off with an
axe.
