Astaire & Cagney were Hollywood pals. They both had a quiet reserved
nature offscreen that created a likable companionship to each other.
Also, Cagney liked to consider himself a hoofer first and an actor
second so that probably helped draw him towards Astaire. So no, there
was no malice intended towards his friend in that number if that is
what you saw. Astaire was a student of showbiz and throughout his
career would borrow other's styles to see if he could adapt it to
himself. When Astaire shoots down the tuxedo clad chorus line of men
with his cane in the "Top Hat, White Tie & Tails" number from "Top
Hat" - (1935) he said that was inspired from the gangster roles played
by his good friend James Cagney.
