Is there an online source for independent filmmakers interested in that
low-budget, creative film that tries to do the most with a great script and
$10,000? Is there a reference source outside cyberspace?

There's plenty. Try "Feature Film Making at Used Car Prices" by Rick
Schmidt. Also check out www.sterlingmoviefactory.com if you want to talk to
someone who has actually done this.

OTOH, you need to be realistic - what, exactly, are you trying to do?

What are your expectations? Do you have any equipment as well as your money?
Do you have a director? or are you the director? What "resources" do you
need? Crew/ Cast? Equipment rental? Where are you located should have been
my first question actually.

Resisting the urge to respond, "Working at Starbucks..."

For what you're describing, they're at your local Public Access TV
station, at film school, and are members of the occassional film co-op.
