who knows this short film

an older one. maybe 60s/70s. afaik black and white.

a camera shows a street scene. people are passing by, stopping, going on,...
a voice comments the activities on the street as if it would be the
director's voice
controlling the whole scene: "now i want the old man to stop, and look at
his watch.
continue walking. stop again..."

any idea??

And does the "director" call out for a building in the background to be
razed, and boom! the building is imploded and falls to the ground?

It was a short film I recall seeing on "Saturday Night Live" in the
late 70s. I don't remember the title, but "Street Scene" wouldn't
surprise me.
